Only Representative Services for Non-EU Companies

Legal Basis: Article 18(1) Regulation (EU) 2024/573
Quota shall be allocated only to producers or importers that have an establishment within the Union, or which have appointed an Only Representative with an establishment within the Union that assumes the full responsibility for compliance with this Regulation.
In practice: companies outside the EU can apply for, use or transfer F-Gas quotas without their own EU establishment – provided they appoint a qualified Only Representative.

Under Article 18(1) of Regulation (EU) 2024/573, companies without an establishment in the EU can only receive and use F-Gas quotas if they appoint an Only Representative established in the Union. This representative assumes full responsibility for compliance with the Regulation on your behalf.
Who needs an Only Representative?
All manufacturers and importers without their own EU establishment who wish to apply for, use or transfer F-Gas quotas require an Only Representative established in the Union – without one, registration in the F-Gas Portal and quota allocation is not possible.
